Snohomish County Prosecutor Sean Reay illegal use of taxpayers resources, continued

On March 24, 2018, the Gold Bar Reporter was the first to report on Snohomish County Prosecutors illegal use of taxpayer monies, resources and facilities.  This misappropriation of public resourses outlines just how far this Little RICO scam inside the Washington State Bar Association along with the Snohomish County Prosecutors Office has gone.

No surprise, today, we received more public records from Snohomish County documenting that Sean Reay is also working for the Washington State Bar Association (WSBA), while being paid with county taxpayer monies nd misusing county computers to further the WSBA’s private organization.

RCW states that a prosecutor cannot work any other job nor have any other responsibilities other than that of a Prosecutor.  As such, a complaint against Sean Reay will be filed for misappropriation of public funds, and misuse of taxpayers resources.

 

Because this is the first email we discovered, whereas the private organization of the WSBA, is using county prosecutors to perform private functions, a lawsuit will be filed very very soon.

Character & Fitness Board members:

 

Welcome to the fiscal year 2017-2018 starting October 1, 2017.  To those of who you who are newly appointed to the Character and Fitness Board, I am Ramana Pendyala, Admissions Analyst, Regulatory Services for WSBA.

 

There will be a 2 hour training session for all Board members on September 15, 2017 starting at 10:00 a.m. at the Bar Association’s offices in Seattle. The training is highly recommended for returning Board members and is mandatory for new members.  If you cannot attend the training in person, you can participate via telephone or video conferencing. Please let me know if you can attend the training and whether you will be coming in person or participating via phone / video conference.

Please mark your calendars and email me if you have a conflict/ not available with any of the dates listed above.    Please note that attendance at the meetings is essential to assure that the Board can properly perform its duties.   If there are occasions when you are unable to attend, please inform me as soon as you receive the e-mail confirming the meeting.   I will be sending an e-mail confirming dates, timings for each monthly meeting approximately 2-3 weeks before each meeting date.

 

Most hearings run anywhere from 2-8 hours in length; you should plan on meeting days starting between 8-8:30 a.m. and lasting all day.  The hearing materials will be uploaded to a secure site called the BOX. Each of you will receive an invite from me to login and set up an account.

 

WSBA has special rates with the hotels in Seattle downtown. If you are travelling from a long distance, and need a hotel reservation for the night before the hearing, please let me know and I will be glad to make the reservations.

 

All expense reports must be submitted within 60 days of incurring the expenses. WSBA expense policy is attached.  As per WSBA expense policy with regard to transportation, WSBA will reimburse the lesser coach-economy airfare or auto mileage. Please book your airfare in advance to obtain lowest possible fares.  WSBA recommends airfare option whenever possible.

 

Note: WSBA will reimburse a maximum of $ 200.00 towards mileage. Meals: Itemized receipts are required for meal expenses.

RCW 36.27.020

Prosecutorial Duties.

The prosecuting attorney shall:

(1) Be legal adviser of the legislative authority, giving it his or her written opinion when required by the legislative authority or the chairperson thereof touching any subject which the legislative authority may be called or required to act upon relating to the management of county affairs;

(2) Be legal adviser to all county and precinct officers and school directors in all matters relating to their official business, and when required draw up all instruments of an official nature for the use of said officers;

(3) Appear for and represent the state, county, and all school districts subject to the supervisory control and direction of the attorney general in all criminal and civil proceedings in which the state or the county or any school district in the county may be a party;

(4) Prosecute all criminal and civil actions in which the state or the county may be a party, defend all suits brought against the state or the county, and prosecute actions upon forfeited recognizances and bonds and actions for the recovery of debts, fines, penalties, and forfeitures accruing to the state or the county;

(5) Attend and appear before and give advice to the grand jury when cases are presented to it for consideration and draw all indictments when required by the grand jury;

(6) Institute and prosecute proceedings before magistrates for the arrest of persons charged with or reasonably suspected of felonies when the prosecuting attorney has information that any such offense has been committed and the prosecuting attorney shall for that purpose attend when required by them if the prosecuting attorney is not then in attendance upon the superior court;

(7) Carefully tax all cost bills in criminal cases and take care that no useless witness fees are taxed as part of the costs and that the officers authorized to execute process tax no other or greater fees than the fees allowed by law;

(8) Receive all cost bills in criminal cases before district judges at the trial of which the prosecuting attorney was not present, before they are lodged with the legislative authority for payment, whereupon the prosecuting attorney may retax the same and the prosecuting attorney must do so if the legislative authority deems any bill exorbitant or improperly taxed;

(9) Present all violations of the election laws which may come to the prosecuting attorney’s knowledge to the special consideration of the proper jury;

(10) Examine once in each year the official bonds of all county and precinct officers and report to the legislative authority any defect in the bonds of any such officer;

(11) Seek to reform and improve the administration of criminal justice and stimulate efforts to remedy inadequacies or injustice in substantive or procedural law;

(12) Participate in the statewide sexual assault kit tracking system established in RCW 43.43.545 for the purpose of tracking the status of all sexual assault kits connected to criminal investigations and prosecutions within the county. Prosecuting attorneys shall begin full participation in the system according to the implementation schedule established by the Washington state patrol.

My readers should note that the WSBA has claimed that its a private association not subject to the Public Records Act. However, the United Supreme Court has accepted a case against a private Bar that would virtually halt all private associations like the WSBA.

Recently, the US Supreme Court held that you cannot force membership into private association. For those of us watching this case, the WSBA will be abolished and the State of Washington will have to start a separate regulatory agency to oversee the Bar.  Whereas, Washington State’s Sunshine laws will apply.
